Description of Конституция РФ
Constitution of the Russian Federation - the highest normative legal act of the Russian Federation. Accepted by the people of the Russian Federation on 12 December 1993. Entered into force on the day of official publication December 25, 1993. Among other things, abolished the Congress of People's Deputies of Russia, the Russian Supreme Soviet, and replaced them by the Federal Assembly of the Russian Federation, which consists of the Federation Council, which included 2 representatives from each of the Federation and the State Duma, elected by the people.
Constitution has the highest legal force, enshrining principles of the constitutional system in Russia, government, education representative, executive, judicial authorities and local government system, the rights and freedoms of man and citizen.

Unlike the Constitution of laws:
enshrines the political system, fundamental rights and freedoms, and determines the shape of the state system of higher authorities;
has supreme legal authority;
has a direct effect (the constitution must be performed regardless of whether they conflict with other acts);
is stable due to special, complicated procedures and making changes;
is the basis for the current legislation.
History of the Constitution:
In 1990-1991, there was a collapse of the USSR. All the republics, including the Russian Federation, adopted its Declaration on State Sovereignty. The Congress of People's Deputies of the Republic adopted the Declaration of State Sovereignty of the RSFSR June 12, 1990. It was first given the task of developing a new Constitution of the RSFSR on the basis of its principles, including the principle of separation of powers.
