Why that is required to enable the GPS to post a complaint?
If you wish to report a pothole on the road it is possible that if you do it with your home WIFI the location of your complaint is your house and this would make it impossible to locate the hole to give a solution. We are already working on an alternative so you can take the picture and get the location and then publish when you have internet access.

Why that is required to authenticate with Facebook?
Facebook is the social network with more active members, we want to automate the reporting process by automatically posting to your biography (if you enable this option from the application) and reach more users.
