NATIONAL HUMAN INFORMATION PORTAL PORT 1400 - Released by Vietnam Multimedia Corporation

On July 11, 2008, the Minister of Information and Communications signed Decision No. 1009 / QD-BTTTT on establishing the National Humanitarian Electronic Portal (referred to as Portal 1400).

VTC Multimedia Communications Corporation is assigned to coordinate with telecom businesses to promptly and qualitatively deploy the connection of the National Humanitarian Web Portal to the messaging ports of telecommunications businesses.

1. OBJECTIVES OF HUMAN INFORMATION PORTAL 1400

- Creating a charitable humanitarian messaging portal on a wide scale of fixed and mobile networks, with strict procedures, reasonable regulations, ready to quickly deploy supporting messaging campaigns charity households.

- When there is the coordination and direction of the units that preside over charity campaigns, the participating units can immediately organize the implementation of a campaign to DONATE TARGETS FOR CHARITY quickly, safely, accurate, effective and transparent, in order to create a financial source for charity.

- 1400 humanitarian messaging portal is organized with the most flexible, non-profit operation and allows anyone to participate in charitable activities according to their abilities and unlimited number of times and charity opportunities.

2. LEGAL BASIS OF HUMAN INFORMATION PORTAL 1400

The project is built on the following legal bases:

- The Ordinance on Flood and Storm Control was passed by the 9th National Assembly Standing Committee on March 8, 1993 and the 10th National Assembly Standing Committee was amended and supplemented on August 24, 2000;

- Ordinance on Post and Telecommunications of May 25, 2002;

- Decree No. 160/2004 / ND-CP dated September 3, 2004 of the Government detailing the implementation of a number of articles of the Ordinance on Post and Telecommunications regarding telecommunications;

- Decree 148/2007 / ND-CP, September 25, 2007, on the organization and operation of social and charitable funds.

- Directive No. 02 / CT-BTTTT of March 25, 2008 of the Minister of Information and Communications on flood, storm prevention and disaster reduction in 2008.

3. PRINCIPLES OF OPERATION OF HUMAN INFORMATION PORTAL 1400

- Units participating in providing non-profit services, ready for humanitarian messaging gateways to operate stably in all situations.

- 1400 message port operates on the principle of voluntariness, targeting charitable support people who are using a landline or mobile phone. In addition to the purpose of donating in support of charity, Message Portal 1400 is also meant to educate the community.

- 1400 message gateway is a national philanthropic messaging gateway, serving various programs and campaigns at the request of charitable organizations and with the permission of the Ministry of Information and Communications.

- 1400 message gateway must ensure convenience for service users, and must also prevent frauds that cause damage to telecommunications businesses.

- Data on output, revenue and costs must be accurate, transparent and effective.
