BY THE GRACE OF GOD ALMIGHTY
PRESIDENT OF THE REPUBLIC OF INDONESIA,

Weigh:

a. that national development goals is to realize a just and prosperous society are evenly materially and spiritually based on Pancasila and the Constitution of 1945;
b. that the operation of telecommunications has strategic significance in efforts to strengthen national unity, facilitate the activities of government, support the creation of equitable distribution of development objectives and results, as well as improving relations between nations;
c. that the impact of globalization and the development of telecommunications technology has resulted in a very rapid fundamental changes in the organization and the perspective of telecommunications;
d. that everything relating to fundamental changes in the organization and the perspective of telecommunications, it is necessary to do the arrangement and rearrangement of the national telecommunications operations;
e. that in connection with the matters mentioned above, the Law No. 3 of 1989 on Telecommunications deems unsuitable, so it needs to be replaced;

Given:
Article 5 (1), Article 20 (1) and Article 33 of the Constitution of 1945;
