BY THE GRACE OF GOD ALMIGHTY
PRESIDENT OF THE REPUBLIC OF INDONESIA,

Weigh:
that the waters which were under the sovereignty and jurisdiction of the Republic of Indonesia and the Indonesian Exclusive Economic Zone and the high seas by international regulations, contain fish resources and land fish breeding potential, a blessing from God Almighty mandated by the Indonesian people who have Life philosophy of Pancasila and the Constitution of 1945, to be used as much as possible for the welfare and prosperity of the people of Indonesia;
that in the framework of the implementation of national development based Archipelago, the management of fish resources need to be done as well as possible based on justice and equity in their utilization by prioritizing the expansion of job opportunities and a better standard of living for fishermen, pembudi fish resources, and / or parties related to fishing activities, as well as terbinanya conservation of fish resources and the environment;
that Act No. 9 of 1985 on Fisheries in force until now not accommodate all aspects of the management of fish resources and less able to anticipate the development of the legal requirements as well as technological developments in the management of fish resources, and therefore need to be replaced;
that based on the considerations referred to in paragraphs a, b and c have to establish the Law on Fisheries to replace Law No. 9 of 1985 on Fisheries;
: Article 20, Article 21 and Article 33 of the Constitution of the Republic of Indonesia Year 1945;
